It is estimated that Kerala’s good social environment and high wages attract workers from other states to Kerala. According to the India Page report prepared by the International Labor Organization, Kerala is one of the states with consistently high wages in both rural and urban areas. For non-agricultural occupations, wages are above Rs.690. Until 2001, the labor migration to Kerala was mainly from the states of Tamil Nadu, Karnataka and Maharashtra. But it is estimated that their number is decreasing now.

The demand for implementation of accurate number and registration of non-state workers has arisen in the situation where non-state workers are often involved in criminal offences, including murder. But the labor department has not yet been able to collect information about the workers involved in the crimes.

This is because police clearance and registration are not mandatory for non-state workers under the Inter-State Migration Act, 1979. Labor Department Minister V Sivankutty had announced last year that Kerala would bring a law making registration of guest workers mandatory. For this, the government intends to bring the Interstate Migrant Workers Welfare Registration Ordinance.

Various Welfare Schemes for Migrant Workers: The Labor Department has prepared various schemes for clean accommodation and health insurance for migrant workers coming to Kerala for employment. Hostels with diesel generators and CCTV systems have been prepared for the workers under the scheme Apna Ghar. Apna Ghar Hostel Palakkad with 620 beds is ready. AAWAZ insurance scheme is also designed for migrant workers.
