Travancore Deputy Commissioner P Dilip Kumar presented a fake degree certificate for his promotion.No action been taken against the person who produced the fake certificate, but he has also been transferred to a better place.
The Vigilance SP has recommended that a criminal case be filed against Dilip Kumar for producing a fake degree certificate. But not only did the Pinarayi government not implement the recommendation of the Vigilance SP, it rejected it and approved the appointment of the fake graduate deputy commissioner to the place of his choice. Deputy Commissioner P. Dilip Kumar made a fake degree certificate for promotion and tampered with the service book. Now the board is protecting him by transferring him from Pathanamthitta to his hometown Haripat as deputy commissioner. Dilip Kumar’s move was to become the secretary of the Devaswom board.
There is talk in the board headquarters that the cpm union in the board is behind this move. As soon as the irregularity came out, the move failed. On the recommendation of the SP, the legal action of the board is to file a criminal case against Dilip Kumar and dismiss him from the service without looking at any other consideration. But the position of the board that as soon as a notice is given and a reply is received, further action is sufficient, which is a challenge to the legal system. With this, Travancore Devaswom Board administration C.P.M. Allegations of factional control are gaining ground.
C.P.M. Dilip Kumar belongs to the union. This serious irregularity was brought to light by an investigation on the complaint made by former Devaswom Board Finance Commissioner RG Radhakrishnan to the Devaswom Vigilance SP. The incident was confirmed to be true during an investigation conducted by the Devaswom Board Central Sub-Inspector on the instructions of SP TK Subramanian. It is said that there is clear and strong evidence in the investigation report. Dilip Kumar, who had only SSLC qualification at the time of joining the service, used a fake degree certificate of BA Economics degree from North Eastern Frontier Technical University, Arunachal Pradesh in 2017 to falsify the service book.
The fake degree certificate states that the degree is in the Degree in Bachelor of Arts Economics program of North Eastern Frontier Technical University and Dilip Kumar completed this course in 2017. In the reply to the letter sent to the official mail of this university seeking the authenticity of the certificate, it has been stated that Dilip Kumar is not a genuine student of this university. Then the letter given by vigilance regarding the approval of the degree certificate. It has been stated in the vigilance report that the university has informed in writing that the certificate issued in the name of Dilip Kumar is fake and fabricated. In the letter received by the complainant RG Radhakrishnan from the Kerala University under the Right to Information Act, it has been stated that this degree is not recognized by the Kerala University.
Although the complaint pointed out that Dileep Kumar’s signatures were in 6 different ways in the service book and various other documents. According to the investigation report, such signatures were not recorded. But the complainant has collected evidence which shows that Dilip Kumar’s signatures are different in many documents. Internal auditing found that when Dilip Kumar was the Kandiyur temple manager of the Mavelikara Group, he had incurred a liability of Rs 15 lakh to the Devaswom Board in respect of Mrityunjaya Homam offerings. An irregularity of half a crore was found in the name of 4 persons including Dilip Kumar. Among them, Sainu Raj Ashakumari paid back the entire liability amount to the board and was acquitted and promoted according to seniority. Dilip Kumar has filed cases in the High Court for non-payment of liability.
In any case, the decisions and actions of the board make it clear that there is an intervention of the CPM faction in the Travancore Devaswom Board headquarters to protect the corrupt, promotion and transfer of employees. The reality is that the Board President should act submissively to the faction to express his gratitude for leaving the Congress and joining the CPM. That is what has happened with Dilip Kumar.
