A circular has been issued stating that all communication in the Finance Department must henceforth be in Malayalam. Although there are existing orders, many sections within the department still handle files, issue orders, and conduct correspondence in English. This strict directive was issued by the Finance Department following a reminder from the Official Language Division of the Administrative Reforms Department regarding the matter.
The directive states that all forms of communication from the department — including orders, circulars, semi-official letters, unofficial notes, other correspondence, reports, and replies to other departments — must be in Malayalam.
However, there are eight specific circumstances under which the use of English is permitted instead of Malayalam: communication with the central government, other states, the High Court, the Supreme Court, other countries, Tamil and Kannada linguistic minorities (who have been granted special privileges), and other language minorities where provisions mandate the use of English.
