Amayizhanchan valley, which is about twelve kilometers long, is under the Irrigation Department of Kerala Government. Only 117 meters of this canal, which connects Thampanoor in the east and Power House Road in the west, passes below the railway yard. Although it is under the control of the Irrigation Department, on the request of the Thiruvananthapuram Corporation Secretary, the Railways took the initiative to clean the canal on the 19th by accepting that social responsibility. The ditch was only about 4 feet deep. The accident occurred while he was assessing the possibilities of carrying out cleaning operations.
Joy’s contractual supervisor was also present at the time of the incident. Joy’s body was found along with garbage in Thakaraparam area, 750 meters away from the railway premises. This indicates that the flow of water has not been blocked in this area. The railway itself has installed an iron net on the part of the canal entering the railway area to prevent pollution. A 13m high iron fence has also been erected on the open side of the canal on the railway side. Therefore, waste cannot be deposited there.
Railways itself has its own waste disposal system. Garbage deposited by passengers is removed from time to time by the Railways. So, in such a way, the garbage of the railway does not come into the canal. Moreover, all running coaches of Indian Railways are fitted with bio-toilets. It also prevents open discharge of waste.
The Railways has also carried out this cleaning exercise in previous years to prevent inundation of the railway premises, however the primary responsibility for desilting and cleaning this canal lies with the Irrigation Department.
Although the State Irrigation Department is primarily responsible for the cleaning and desilting of the canal, the railways have also carried out cleaning operations in the past to prevent water logging in the railway yard.
